Mechanical completion

Also: substantial completion

The point where everything is installed and ready for testing, before the plant is energized and starts commercial operation.

Mechanical completion is the builder's milestone: all equipment is installed and connected, and commissioning can begin. Testing, energizing and the grid operator's checks follow before the commercial operation date.

For trades, it marks the end of most field work; for commissioning, testing and operations firms it is the start.
